Monday, December 12, 1960 The 3rd City Councilor and Provincial Assemblyman Elections
The Constitution was amended after the April 19 Revolution in 1960 and the “Local Government Act” was enacted and announced on November 1 of the same year. In December 1960, four local elections were held: the city councilor and provincial assemblyman election on 12; city·town·village councilor election on 19; city mayor·town mayor·village head election on 26; and mayor and governor election on 29.. Unlike the previous local elections, the Seoul Metropolitan City mayor and provincial governors were directly elected by residents.
In the local elections of 1960, unlike the previous ones, election campaign was allowed only when legitimized by law. Besides, campaign spending was strictly limited to prevent money from being spent on other campaign methods than those stipulated in the regulation. Furthermore, two members of the responsible election committee designated during a candidate meeting marked ballot papers with an official stamp to prevent vote rigging.
