August 12, 1960 (Fri.) The 4th Presidential Election

“March 15 Rigged Election” and “April Revolution” led the 4th presidential and 5th vice presidential election results to be nullified. With the resignation of President Rhee, Syng-man, the National Assembly carried out the 3rd constitutional amendment, reintroducing the parliamentary cabinet system on June 15, 1960. The amended constitution defined: a president is the “head of state and representative of the nation” and must receive more than two thirds of votes from the incumbent legislators at a joint session of the National Assembly. Under the Constitution, the 4th presidential election was held on August 12, 1960 in an indirect election at the parliamentary session, which was attended by lawmakers from the both Upper and Lower House who began their terms after the launch of the Second Republic of Korea. As a result, Yoon, Bo-sun was elected as the 4th president by winning 208 votes in the first round of voting.
